Methodology

Designations draw on state-level legislative tracking, PACT’s own reporting on billboard-lawyer saturation, runaway verdicts, and venue abuse, and the American Tort Reform Association’s annual Judicial Hellholes report. Categories are directional, not exhaustive. A state can move between buckets as legislatures act or fail to act.
