About PACT

A national coalition for a legal system that protects, not exploits.

Protecting American Consumers Together (PACT) is a national nonprofit defending consumers from a personal-injury industry that has come to operate more like a marketing machine than a profession.

Protect Consumers

Defend American families from predatory legal practices that quietly transfer wealth from accident victims to billboard advertisers and litigation financiers.

Expose the System

Investigate and document how billboard-lawyer ecosystems operate — from staged crashes and captive clinics to the third-party capital behind the ad spend.

Empower the Public

Give consumers, press, and policymakers the data, case files, and firsthand stories they need to demand reform.

Three lanes, one mission.

01

Investigate

We gather data, polling, and firsthand accounts to build a full picture of how predatory legal advertising and third-party litigation funding operate in America today.

02

Educate

We translate what we find into plain-English guidance — through investigative reporting, polling, exhibits, and standalone initiatives for victims and the press.

03

Advocate

We back bipartisan reform efforts and stand alongside leaders willing to take on the billboard-lawyer industry.

Leadership

The people behind PACT.
